I actually agree, I think it's way better to be GOOD at one thing rather than Okay-ish at multiple things. It's just a bit sad about the Dual-wielding, but oh well, not the end of the world. Wait, what about if you simply replaced a shield with the second weapon and added its damage to the main attack's damage (-30% dmg penalty or something and maybe less protection for the player to balance)? You wouldn't need to add any new animations, it would just be a simple sprite swap. Heck, even just restrict it to dagger types.
Just an idea, although I'm probably suggesting something virtually impossible that would realistically require a rewrite of half the game, you understand your game far more than we do so if you say it can't be done then I totally believe you.
You don't need to change specifically from bow to sword (though that too has merit, to plonk at guys until they get closer), but for example, from a sword to a different sword (because all the skills are tied to equipment for some stupid reason)
That'd be useful, perhaps too useful.
I haven't checked, can you change all your equipment around while in combat? I'm guessing you can, so...
