After a few seconds, steam goes from running to normal status.
If that doesn't work, reinstalling graphics drivers might help too. You never know when a dll got corrupted that only Ember uses (directx is weird!).
If redownloading doesn't help, I'd suggest contact 505's official support. They have a lot more suggestions on known reasons the game won't start than I do, I'm just a programmer on the project that hangs around these forums. Submitting a ticket on support.505games.com will get some personalized help.
To go back to 1.03, right click on the game in Steam and select properties, go to the Beta tab, and in the drop down select version_1.03. You may have to restart Steam for it to show up.
No issue with 1.04.
