He means they are counted as "required items" because everything else is optional. It's kinda silly, but just how it's done.
You are not reading right..,
You can remove any weapons EXCEPT the cricket bat and the starting gun.
Those two cant be replaced.
Also you cant store weapon you have currently equipped.
On the original Wii-U version the cricket bat was the only obtainable melee so it made some sense(despite other melee being teased in the trailer). Honestly when you pick up a new melee it should completely replace the old melee because it's vastly outclassed.
