Uplay is a little more complicated. There are some people that say you need to be connected to the VPN all while downloading and playing. Exiting the VPn causes the game to disappear from your games list. I'm not sure about this so i wouldn't reccomend that.
As to your second question, Hola is the only free browser based VPN. It has no "security issues". Kids who know a tiny bit of how it works go "OMG DIS IZ NUT RITE GUIZ!" and post about it online. People see those posts and belive them. Hola is fine unless you're using it for illigal things like Cheese Pizza or something. If you'e not using it for that, then you have nothing to worry about. You share your connection more when you patch a game like LoL or WoW.
I tried asking to Nuuvem customer care, to know if the game is really locked or not.
I'm still waiting for a reply, but they often use a diplomatic answer.
