On the Buckingham Palace, the area where there is a great bom fire is lit, you can't get the item situated on the left side of the scaffolding.

Even if you try to take the vent that side too is impossible to climb.

Go up the ladder to get get to it. It's to the left as you go in the room.

In the room before this, with the smaller fire you can lure zombies into, there is a small cupboard which you can crawl into. The hidden passage behind it leads to this item.
