Even with this your timing has to be impeccable, which to say the least is an unfortunate twist when trying to add difficulty to later levels, narrowly timed puzzles just come off as cheap and uncreative.
But you're right, the timing might be off, depending on the players playstyle, framerate and control method. Player with poor framerate and keyboard controls could have a lot harder time compared to one running the game in 60 fps and with precise gamepad controls.
If we hear more complaints, we will fix the timing of this puzzle. Thanks for sharing your experience.

Okay. First, hit the switch so the blocks go into the floor. Take a pot from the corner of the room and place it next to the block directly in front of the hero in the screenshot above.
Next, hit the spinning windmill on the right to make the attached blocks go lower. Then, hit it again and quickly stand on the blocks so you are raised up with the blocks. Jump to the platform on the right with the boots.
Stand on the pressure plate. Drop back down into the room. Hit the windmill with your sword. Grab the pot from earlier, stand on the nearby block, and throw it at the switch. Look left and use your boots to jump from platform to platform until you make it over the water and to the checkpoint.
I recommend using the analogue stick controls for added accuracy. Whatever the case, we'll all be mighty impressed if you make it."

I realize it's the phone version, but the comments below are humorous too..
that iOS youtube is spot-on.
the biggest key to saving time is the use of the platform at the left/west side of the room - I guess too many people are maybe trying to go straight down the middle, all the way from the platform north/rear of the room, using those extra unneeded pillars; or maybe didn't think about how to remotely trigger certain steps with Force spell or jars.
the other thing is, once you get to the actual bridge, if time is getting super-tight, simply speed yourself up with a forward-roll or 2 from the boots. (didn't even need to do that myself, the technique in that video SuperFlexserve linked is champion. timer didn't even go off until after I walked over to the little save-radio-box-gone-wrong-thing...)
the other other thing is, I have the opinion that most/all of this game does better with a controller. using keyboard on these odd isometric-view type games (e.g. Bastion) feels clumsy to me, but then again the 360 controller personally feels like the most natural thing in the world to me (much as I dislike Microsoft, I have to give them credit for engineering one of the best manual interface devices ever made.)
as for hardware, dnno. I have a 3ghz X4 phenom-II, and a hd5450, not exactly new and fast. running 1366x768 with medium-low graphics settings in the game. maybe try lowering res / settings and see if it helps with this specific puzzle?

first, good for you, I love those things now that it's so difficult to get/maintain Model M ones.
second, I hope you have the blank version. I have 2 of them - one in my office at work. I love it when people are like, "no, let me sit down and show you how to ..." and then they sit down and are unable to do anything. hilarious. the best was one of those times, my boss was also there, and he said to the person "no, let ME show you ..." and he sat down and typed perfectly. very classy guy.
my other favorite trick is when someone comes to my office to ask about lunch or something, and I'm happily typing away on a blank keyboard, and then I turn my head and start talking to them, keep typing the entire time, not looking at the screen or kbd. to mess with them even more, I stop writing whatever code or some junk, and instead start writing a flawless transcription of the discussion now taking place. this never fails to be quite funny. :)
