Failed entitlement check

I bought the game on steam with an htc vive and have it downloaded and I’m trying to play for the first time but my WiFi is down and it loads up but says failed entitlement check every time and I don’t know if it is just because I have no WiFi or if it thinks I pirated the game if anyone knows help would be great
