Because it could simply be that somehow Arma taps out your resources, leaving not enough for the sounds to be played properly.
I have similar effects now and then, especialy when there are a lot of sounds - in big fights and such - explosions suddenly becoming all static-y and garbled and the like.
Just an idea, mind you - But even if you should technically ace all the requirements, ArmA is notorious for being badly optimized, at least I have experienced real hardcore wonkyness, even though I fiddled everything to the best of my (and online helpers) abilities.
If in doubt, try updating your sound card drivers - maybe that's all that's needed, stranger things have happened.
Random Static Sounds - Solution
Just bought ARMA 2 off of here and was having the previously reported "random static sounds" issues that others have had that only went away when you turned sound effects all the way down.... which lets face it is no good.
I read through the forums and changed settings in my speaker set up, sound card, realtek ect with no difference and to be honest was about to give up as it was making the game unplayable.
Finally came accross this forum on the Bohemia Interactive website which fixed my problem:

Basically ARMA2 didnt like the fact i was using a USB powered headset and thats what was creating the random static noises. I started the game with my AfterGlow headset disconnected and the 'Static' was gone...... i can now finally play this game properly.
Also once the game had started i was able to plug my headset back in and it works perfectly with no more 'Static' .... which means from now on i just have to remember to unplug the headset prior to starting the game and then plug it back in afterwards.
Also of note is that this is the only game that i have found this issue with.

If you have distorted sound and playing the original "Harvest Red" campaign, you should disable all your audio devices except your sound card.
In my case, there was an nVidia HDMI audio device registered as well.
This has nothing to do with "cheap sound card" or old drivers.
I have SoundBlaster AE9 which isn't cheap by any standards, with latest 2023 drivers.
