Hasbro don't have the license, Takara have it. People seem to forgotten or don't know that Hasbro Transformers are rebranded and based on Takara licensed toylines Diaclone and Microman..
Also that's pretty much not the relationship Takara and Hasbro have at all. They work together hand in hand, with Takara doing the design work for most/all of the transfomers Hasbro sells. If Hasbro isn't selling Bumblebee it's probably got less to do with who (supposedly) has the licence and more to do with the fact that Hasbro doesn't see the toy as likely to be a big seller with the kid's market.
That is actually incorrect. That is how Transformers were made in the past, during the G1 era - Takara did the designs of the toys whereas Hasbro sold them outside of Japan. Nowadays, both Takara and Hasbro make the toys, with the robot designs sometimes being handled by the IDW comic artists. In the past, it was Draxhall(spell?) and Hasbro doing the designs for the North American market up until Car Robots (RID 2001 in the US); before Car Robots, Takara did only a few of the designs such as Cheetor and the Japanese exclusive characters like Lio Convoy (Leo Prime) and Galvatron. The rest of the characters in the Japanese Beast Wars line were repainted US Beast Wars figures.
The two companies still make toys for their own regions. Case in point are the Masterpiece line, other than 20th Anniversary Prime, the Masterpiece line is all Takara's doing with Hasbro taking the figures and selling them in the US. As for licensing, I am sure it is a bit different with the Masterpiece line as it was with the Binaltech/Alternators line. I read an article on Masterpieces where it stated how Takara was able to make Bumblebee; it was because of their Tomica line of diecast cars (think Hot Wheels or matchbox). Because of the Tomica line, they were able to get a lot of car licenses and probably had something in their contract to make Bumblebee. This may not apply to Hasbro as they are not a part of Takara and as we have seen in the past, Taraka was able to give Overdrive a gun whereas Hasbro had to censor Windcharger's (the Overdrive mold) gun due to the US branch of Honda requesting that the cars used under their license shouldn't have guns.
BTW, Bumblee in the game appears to be based on the Generations toy that came out years ago.
