Drive in circles around him while you build up speed, his shots will mostly whiff because Sideswipe is the fastest autobot by default, so the safest at building speed since its harder to hit him. Not impossible though, so remember you don't have to hold the trigger down in car form. You can let go and tap dodge to dodge in car form.
Buy the rush flurry from the shop as soon as you can and do a heavy attack rush flurry on him once you break his shield. It's easy and does a lot of damage.
You can also buy reversal and dodge one of his attacks then hold an attack button. Reversals break shields as well.
To speed up the getting to top speed to do the rush attack, transform into car form while dodging an attack (just hold the trigger down when you dodge while holding the left stick in any direction). It will put you at max speed instantly. Then just turn around so you are facing him and do the rush attack. Hold the circle button to burn out to turn around faster.
You dodge him, burn around in a circle, and then immediately rush attack him. You can usually land the rush attack before focus ends, so he doesn't get a chance to do anything.
Once you break the shield, do vehicle attack chains by aiming and shooting after your vehicle attack lands on him. This will trigger another flash, letting you do another vehicle attack. The command attacks like shove and uppercut can let you do more of these. They can be landed after a Vehicle attack hits an enemy, buffer them.
Uppercut is particularly useful because shooting after it will always give you a vehicle attack, whereas just doing a vehicle attack then shooting only works once with any given weapon. You usually have to swap ranged weapons to continue the chain. With uppercut, you just vehicle attack, uppercut, shoot, repeat.
If you don't have any of those, just mash out light attack, heavy attack, heavy attack after doing the second vehicle attack, just before it hits. This will hit them mid air before they fly away and you can do a short combo into another vehicle attack. It's very unlikely they will parry you if you are on commander, at least not all the time.
