Report a translation problem
Right click on your 7K2.exe file, select Properties. Under the Compatability tab, Run the program in compatibility mode for previous versions (Win 8,7 XP, etc), tick the "Disable display scaling on high DPI settings", and "Run this program as an administrator".
It should help.
Actually this fixed the issue entirely for me as I was having the screen scaling bug and mouse cursor issue as well..

I took the time to check and the results are its the High DPI Scaling from windows doing this, disabling it in the compatability tab for the games exe fixed the mouse and scaling issue on its own.
For the record I am on Windows 10 64bit with latest amd gpu drivers r9 390
This issue may also be related to the screen scaling problems that game has as it was seemingly ignoring any resolution you set on the main menu.

Windows 10 updates have changed the compatability settings page a little.
Its now the "override high DPI scaling behavior"
Set that to "Application" in the drop down.
That is a known problem for some windows users.
With enough digging you can find out a way to re-enable it..

I was unable to get the issue(s) actually.
The text issue you are having seems like that might be something other then the game.
I know in the past that windows had to let this game title use its own high dpi scaling or it would break. It just seems that now, it is not necessary for me? hmmm..
For any Devs reading this or anyone with tech experience wanting to know what I got running here..

I cant run the game, the screen starts but also after seeing nothing it closes. I really want to play the game for so loooong :(
I also have linux on dual boot, i have 7kAA installed there and maybe I did a little disorder there, but now im installing 7k2hd in windows10, actually I'm in contact with enlight support. Ill let you know if I manage to launch this

direct x runtime
Some reason installs will miss some of the files necessary in direct x, atleast historically speak in my experience. It never hurts to check with that. But I hear you, good luck.
I know from experience that it 'can' be though.
The scrolling issue is from the high dpi scaling what windows tries to do.
You have to basically set it to application controlled.
I've explained this a few times on this particular forums.
Quick recap, that setting should be in the advanced section in the compatibility tab.
And just remove the -w on the steam launch options to not do windowed.
They "say" that -f is full screen but I never can get that to actually do that.
