Report a translation problem
However the main menu does not respect any of your desktop resolution settings and just does what it wants. So I actually cannot play it either on my own main pc because I have an off brand monitor that requires me to set the overscan on so that each resolution fits my screen. Even with the right settings the game wont use any resolution I tell it to use.
The only way I got the game to work on my main pc so that I could see what the main menu had tosay was to use a program "DxWnd" ( https://sourceforge.net/projects/dxwnd/ ) OR to force the game into a windowed mode and play on a super tiny window on a super big screen...
-Edit: probably worth mentioning that the DxWnd program works but it takes some setting up which may be difficult for some.
Like what kind of video card you and if possible a model number of that.
What drivers for your video card and perhaps even something like what kind of monitor you might be using.
Other people might have some suggestions too I imagine but thats what I'd want to know.

For you I'd recommend trying the game on just one monitor. (Disable the second monitor)
Also my quick search of the nvidia website seems to reveal there is a driver update you should perhaps consider. Unless of course your using a 32bit os which wouldnt make sense with 16GB of ram but anyways...
I could also suggest trying windowed mode on the game. Just look up how to put the game into a window mode.
This one sounds more like a missing DirectX thing to me but still some relivant details on your system specs would be nice to know.

I'd also recommend you try windowed mode.
Edit:
First thing I do when I install a Windows is get the latest DirectX because even though it "says" it has the latest, it does not always contain all the files necessary to play older or legacy games.
This is a full installer package for DirectX "runtime", which should contain all the necessary files that DirectX needs.

Of course I should probably mention that this wont fix hardware related issues that may happen to crop up.
And.. the main menu still doesnt register that at all.
