Except no. Because the matchmaker in this game stacks the sh*t out of games so you're often looking down the barrel of up to four T9-T11 BBs, CVs, and CLs while your strongest allies are maybe two T7s with maybe a T5-6 CV if matchmaker is feeling extra generous
Somehow I've managed to make it to level 85 without ever seeing that happen. Ever. And I check out the match up in detail every time.

Lets play a game: guess which side won and guess who on that side got all the kills.
That's a reserve battle. Those only happen when there physically aren't enough people queue'd to create a balanced normal match (minimum size 8v8). Those who get stuck in a reserve battle get compensated with extra exp and creds.
Grind out a tier 9 ship and profit, or don't. Cry about MM being broken instead and get no where progression wise. I dealt with the MM imbalance through KM CA line to t9, and yes it was terrible at times. It wasn't honestly as bad at all as you make it out to be, especially compared to some other games I could mention. If you haven't tried Archeage or Warhammer Online you honestly have no idea what PvP imbalance even means.
You should try doing the intended role of the ship you're captaining, you will find regardless of tier, you will accomplish more if you decide to do your actual job. Pretty much every game I watch tier 1-7 DD's shooting alphas at other boats instead of scout planes, or suicide charging BB's on a fail torp run.
TL;DR Do your job, and watch win % go up, Hit T9 and it gets easier.
