Avast analyzed the file upon first run and didn't find anything wrong with it.
I'm about to make a video to show the game running in 60FPS.
Not that it would matter since I got the game from Humble Bundle and while they've given me a refund on a 7 dollar title before, it was on one of their uber cheap titles. Besides, the game isn't broken, its just capped at 30FPS and that isn't on Humble and I knew awhile ago that it would be capped at 30FPS.
Open TMNT_MiM.exe with a hex editor.
Find the hex values FF 50 18 85 C0 75 09
Replace with FF 50 18 85 C0 75 00
Find the hex values 76 1D C7 05
Replace with EB 1D C7 05
Save the file.
Its just work really well, tested with fraps.
