Is the only way to full screen this Drakensang 2 is using that Fullscreen borderless program that's 4$ on steam?

No, you can download a program called "Fullscreenizer" which is totally FREE.

was trying to avoid having to download something to get full screen but guessing that its the only option for this one for some reason since alt+enter is hard keyed into the game somehow and doesn't work like the first one does

yeah true just iffy about any kind of program that you need to just do a simple task is all, its funny an older game had the option of alt+enter yet this one doesn't

Mine automatically comes up in Full Screen, but I'm using Win 8.1.

Are you using Win 10? If so than just search 'Full Screen' in the main thread page search box and it'll bring up some options to adjust your's to full screen like a program as suggested above or the coding you add in the games properties settings from the icon you your screen.
