Report a translation problem
Try changing STEAM from online / Offone mode. also, you may need the older DirectX legacy drivers...
Do a web search for "Download DirectX" > Download the WebSetup file.. and run it... this may help..

You have to find the correct registry key value to add for this game... f.e.:
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Valve\Steam\Apps\80640
NAME=directx
REG_DWORD=1
I don't have this game on Steam so I don't have its "installscript.vdf".
Look there what's the value name, checked at every launch. Should be something like "directx":

This is a frequent Steam installation script bug happening for many incorrectly installed games.
