Prisoners won't start showing up until you have both prisoner housing (and beds in them) and security buildings (with guard rooms) as far as I recall when I used to play this.

Also possible the game didn't port into steam too well, considering it's not even listed for sale now :/

this game only works well on XP - even in compatability mode for Win 7 it runs like garbage. i have an extra PC that has XP on it if i ever want to play this game.
