Opinion: Have Papineau only spawn in one location.

As one of the few characters you can get 'reliably', not having Papineau spawn in the GF bathrooms, but after you have to go through a bunch of other content, can really...Suck. I think the game would benefit from him spawning earlier rather than later in the game.
