Killing Nestor brings back shopkeeper or not?

There's a bug that allows you to kill the shopkeeper, loot the shop and then release Nestor, which will bring Eugene back to life.
I just wonder if Nestor will restock the shop or not, if killing him will save Eugene or not. And also why the hell the quest is bugged, Leg doesn't appear in the toilet room and Arm is nowhere to be found.
