I can't find him in darkened room, do i need to do something with paintings ?

In the darkened room, upper right corner. You'll find him near the room with the bottle.
He should spawn without a hitch. If he isn't spawning; let us know. Try touching a painting, exitting and reentering.

All Freds should be spawning reliably.

i checked every corners and still can't find him...
