Can't find 4th offering

Spoilers ahead So I've found the VHS, Painting and the Picture. I can't find the madman notes or what ever it is that Jasper talks about. I feel like I've gone everywhere I can, not sure if maybe it's locked behind a time limit or something? Any help would be greatly appreciated!

Have you unlocked the elevator in the basement? That will bring you to the fourth offering.

I have, I explored all of the sewers and killed the 2 big bosses in the sewers, as well as the fungal zone. Oh and also the car park area as well, just really not sure what I'm missing here.

I havent gotten to that part of the official release, but hopefully my demo knowledge still holds up.

I'm gonna assume the "madman notes' are from that typewriter boss on the second floor, in which case you have to ride the elevator up there, as it's the only way to get past the wall of debris that blocks you from just walking to it
