Can't Take Negative of Teloscope?

In the telescope room, when the lights are on it tells me its to bright to take a negative of whatever is outside, but if I turn them off, it does not give me an option to place the film down at all. Is this a bug?

No idea, I used a different item to capture the image. Not sure if that was the right thing to do. Seems to be one of those puzzle games where there's lots of different interactions between items that have different outcomes. Maybe I messed up or that was the only option or the best one? Time will tell.

You have to place the Blank Disc on the ground which creates the Negative Disc. You use the Photo Paper in a different place; it pertains to a separate offering.

It's bizarre that it would elude to using the Photo Paper when it doesn't work...

It is used for the same offering, the negative disc is a step in that.
