Stuck again... with photo and canvas

Where do you take the photograph? Or the painting?

For days I've had quest prompts to talk to the astronomers about discs and the two I've met have no relevant dialogue options.

I've got the developed photo, the blue painting, Mars Earth and Pluto discs and still haven't been able to open the ground floor.

You need to place the earth and mars discs in the two slots by the ground floor door to open it. Then talk to Jasper on the ground floor to give an offering. I strongly recommend waiting to do that until all your exploration is done as once you make an offering you can't take it back.
