How do you beat Cloud#11

I've been speedrunning the game, and no matter how good my run gets it is always thwarted by cloud#11's seemingly random platform spawn.

I understand that the boat spawns by hitting lower and lower platforms, but how do you get lower platforms to spawn?

Is there a specific platform I should be striving for? Is there a direction I should be heading? Or is it just 100% rng platform spawning?

Any help would be greatly appreciated
