Not sure there is much else out there that really blends the elaborate gun handling with refined gameplay as much as this. Receiver 1 & 2 are probably the big OGs that inspired the gun handling a lot, they are a lot more involved in that regard but a lot less interesting as games.
Another one that comes to mind is Hole, which is less complex but still does make you press a button or two more than most FPS games. The handling of their bolt-action rifle is very similar to the one in Beyond Citadel for example, but it lacks any of the magazine-related shenanigans. Still think it was a fun timesink for a few hours.
Then I also recall a game called Red Dust which also had some Receiver influences, but it's been a while since I played it so I can't remember the details.
But it's also aesthetically almost the opposite of Citadel.
Apparently Red Dust is quite like Receiver, but I've yet to try it.
Synthetik's a good one, and pretty replayable.
I've not found anything that nails it as much as Beyond Citadel yet.
a lot of VR games have similar handling by default
Compound or H3VR
also Hideous Destructor for GZDoom
