Whetstone Purpose

What are the whetstones used for? Are they just a passive bonus, or do you use them to upgrade weapons?

One of the npcs says its to improve your melee weapons at some point

they passively upgrade the damage of the melee weapons. The secondary fire function of the axe sharpens it with a whetstone, but you can do this from the moment you are given the axe and does not require you to pick any of them up.

Secondary fire is a vertical slash. I presume you mean the fire mode key?
