Fix DirectX 12 launch crash

Hi,

I found a fix for the crash on startup when using DirectX 12.

- Close DX MD entirely. Also close the Launcher.
- Go to your installation folder, enter "retail". (e.g. C:\Program Files\Steam\SteamApps\common\Deus Ex - Mankind Divided\retail)
- Right click DXMD.exe
- Select Properties
- Select Compatibility (at the top)
- Add a tick to "Disable fullscreen optimizations"
- Just to be sure, also click "Change settings for all users"
- Also add a tick to "Disable fullscreen optimizations"
- Click "Ok" on both windows
- Start the game.
