Streaming with OBS Frames drops

When trying to stream the game - obs (simple OBS and even SOBS) gives me dropped frames.
My cpu cores not even half loaded in that moment...tried dx11 dx12 fullscreen and exclusive fullscreen, tripple buffering, double buffering without it - nothing helped.
Presets also where different - veryfast, faster, fast and medium.
Test location was - Prague and in that location the most heavy drops goes even when cpu not loaded on half.
And also tried NVNEC streaming and guess what - the same drops and this is ridiculous.
Only 2 cores goes insane load - 98-100% every times in prague but its only 2, not 16.

Anyone have an answer how to fix it?

Other games works just fine even with medium preset in obs.

Fixed it.
CPU cores affinity needed for OBS and the game itself (which to choose for OBS and the game - it is really depends on your CPU model and number of cores) and lock on 60-65 fps in RTSS.

Because it will not allow me to stream in 6000 bitrate wich twitch allows. also its crappy quality at same bitrate as x264

Why are you use OBS?!! You have NVidia GPU, that mean you can record video throught Shadow Play from NVidia, which include in GeForce Expirience! Shadow Play is use low level readind and record video with out any FPS drop! There no other video record soft, which can get access to low level soft stream of GPU!
