How do you install the Neuroplasticity Calibrator?
I went back to Koller's hideout, but he isn't there.

Just continue the story missions, eventually koller will call you and ask if you still have it, after that you can go to his hideout and he will install it.

As said above, he'll call you. There's a point where you make a decision on which MQ to do and once that's done you'll be contacted. It's more than halfway through the game, though :/
