The minimum requirements, are what you're supposed to go by.
You can't force a game to use a lower DX version, if it's not made with that in mind (which it isn't).
I would refund, if I was you - if you're not planning on upgrading any time soon.
Direct 11/12 and x64 Game only, there is no way around this
