Is one saying 'fullscreen window' vs the 'fullscreen' we normally get offered?
Edit: ok if above reply in before me is correct then that would make sense.
They shouldn't change the terminology though.
Exclusive Fullscreen: The "true fullscreen" alt-tabbing takes around 3-4 secs and game may crash, but all your PC's resources are forwarded for the game, so it provides better performance
The reason for this is if you are not in exclusive fullscreen then your computer is still allocating resources to update the windows and screens in the background.

Change the brightness on your windows if that is a problem.
A perfomance loss of 20 fps maybe a idication for that
