When you think it is useless, you are using it wrong. A single shot from the pistol's emp ammo and a burst shot from cote d'azure offers different effect time ... which can be vital in targeting fast moving robotic and aug enemies as well as the time needed to use skills or switch weapon to finish the enemies.
And how do you do that?? I went there and the only thing I can buy is whisky and cannot sell owt...
You can easily take on all the ARC soldiers with it and the ammo you've gathered up until that point, with roughly a magazine to spare. Like other EMP weapons, if you shot an aug, they start recovering their 'EMP life' very quickly, so don't let them run away or escape into cover. It usually takes about 4-7 headshots to down elite ARC soldiers, and much less shots total for the veterans and troopers. Same deal with the shadow ops soldiers later in the game. This gun goes incredibly well with the the bullet time aug.
If you don't want the gun, you can sell it for a huge chunk of money (2400+) at the Mikkael, or use it to bypass the CASIE/knowledge test with Nada Birak. If you put it up for offer, he gives you the first item for free, and we all know you're gonna select the grenade launcher.
To get Nada Birak to trade, you have to find the email in his apartment in the alley of the red ligth district revealing that he's an arms dealer who is doing business behind Dvali backs
Ah, well then maybe it's not entirely crappy. :)
