Upper right corner of the skill tree, last in the cranium-branch. It's called Micro-Assembler.

To the confused people in this thread: it's from the tactical DLC, it isn't in the base game

Multi-Tool + Biocell.

Lazy hacker and Infinite stealth mode.

You can use parts to upgrade your weapons but there seems to be a ceiling on how much you can upgrade damage etc. My guess is that you don't really need to get the extra two levels of mico-assembler as they will just get you to the max upgrade for all weapons in 2 thirds of the time. e.g. I was able to fully upgrade my combat rifle with around 1000 parts and each weapon dissassemble gives you 50 parts. @KingXRay have you fully upgraded all of your weapons using parts?

Yes, upgrading weapons, as in damage for example, has limits but, that's not all the Micro-Assembler aug does. The term "weapons parts" also means "crafting parts". When you "dismatle" a weapon, you receive varying amounts of crafting parts, depending on how many blocks the weapon takes up in inventory. The conversion rate is 5 crafting parts per block; 30 for the pistol, 40 for the machine pistol, 50 for the shotgun, 50 for the combat rifle, etc. These crafting parts then can be used to purchase certain consumables like multitools,Tesla cartridges, Typhoon ammo, Nano-blade ammo, Biocells and mine templates.

The second and third Micro Assembler aug upgrades reduces the cost of those consumables by 15% and 30%, respectively, as well as reducing the cost of upgrading weapons (damage, rate of fire and such.)

Considering all that, the Micro Assembler aug can be very useful, throughout the game.
