Right after that Side Mission you mentioned I got to pick up a dead-drop at one of the locations marked on the map. Guess it's just for that. To show a picture where the dead-drop locations are.

Is it after a certain point in the story? I saw in another thread, a guy said it activates if you give the info on Miller/Rucker to Janus. I just did that and then completed the Fade To Black side quest but haven't seen a new POI pop up yet.
