Problem of J.C. Welcome Package？SPOILERS?

Well,I find the secret stash in Jensen's apartment( bedroom, right side of the bed, underfloor), in it I find a folder: J.C. Welcome Package(a welcome package from Juggernaut Collective), it shows me a map of the city with six marked locations and picture of all six locations, well, it looks like some kind of hidden supplies they want me to find, so I go to this marked place,find the mark, but that is nothing in there, also that is nothing you cant interact with, so, am I missing something here? or this's just a BUG, could anyone tell me this plz?

I tried as well. So I did some research and found these dead drops (except the one in your apartment) are mission-specific. Here's an article explaining one of them here (spoiler alert):
