[Spoiler?] Director Miller's Office

Hey, quick question:

If you use smart vision in Director Miller's office in the TF29 building, you can see there's a picture on the wall behind his desk with a safe and terminal behind.

I haven't found a way to access it. I think (but not really sure) there was some cutscene where he used that, so maybe it's only story related (or I'm making that up, I really don't know).

Anyway - in case that cutscene doesn't exist - does anyone know how to access it?
