How to get into Dvali territory (M14: Hunting down the last clues)

This is behind in the Red Light District, near the Red Queen brothel. I can only see two ways in; the door which you need a key card for (I can't find the key card not can I find it online anywhere) and a sewer path which leads throug a whole bunch of gass and a drone. The drone isn't the problem, I don't have the implanted rebreather, nor do I have anymore PRAXIS points.
There must be a way through without it, that's the whole ♥♥♥♥ing point of Deus Ex, there's always another way. So far I can see no way other than me having to ♥♥♥♥ing buy two PRAXIS points from the ♥♥♥♥ing store, and that's literally cheating. Like using a console command or something.

Near the sewer opening (were the two garage doors are at) there will be a cherry picker you can power up to reach a window to the building were your mission is located. Plus is the best way to finish it.

Possible solution:

I got the keycard off a Dvali henchmen in the Red Queen across the street.

I just knocked himout and he had it on him. Not sure if they all do or not.

third floor of red queen, go out on the balcony, right hand side, jump over on to the cubed ledge turn around jump onto the orange thing covering the balcony, then over to the roof top on the other side follow the path around and you'll come out on a great sniping spot over looking dvali territory, easy enough to climb down from there.

You can also get in from the apartment behind the Irish Stool. Open the garage, climb up the garage door and the ladder, then jump down on to the balcony.

I did a roof run around the red light district to get in. Those hex-bricks on the right side of Red Queen's third-floor balcony... start there, and look for the apartment balcony overlooking your sewer entrance.

Or you can just sneak right past the guy....

If you have a silenced weapon, just shoot at the door until it breaks (or if you don't care about stealth, you can use a non-silenced gun).
