Where the hell is Otar's locker?

In TF29 HQ you can find an email saying one of the lockers "down the street" belongs to Dvali crimelord Otar, and we get the code. But I found tons of lockers and none matched the code!

Sorry for the necro but I have the exact same question and didn't want to make a duplicate topic. So for me it's a pocket secretary not an email, the code is 3874, and I can't find that locker for the love of it. Anyone know this one?

there is no locker for the code 3874, as far as i know
or the code is wrong

There are one or two safes at Palisade that don't seem to line up with codes in pocket secretaries, etc., as well. i hack them anyway, but i like to know which stuff is whose. But anyway, you'll know it's Otar's storage locker because of all the fine art and booze crammed in there.
