This mission is in my list but when I go into the apartment there doesn't seem to be anything to do in there. Is it because I already knocked out both occupants when I was sneaking around looking for loot early on in the game?

There is an apratment that has a smart home system (I believe you are refering to this one), disable it and call the cleaners then inspect it. There should be a dead body or signs of a struggle. When you found the clues you were looking for you can continue with other missions and later on when you return to the apartment you will find a swan on the bed, interact with it and you will find a keycard to access a private neon party.
