Kind of, you can only get the papers fixed for one of them, but Later during the curfew when you go to visit Samizdat in the sewers Irenka was down there, and when saving Kadzy Edward was there as well and i was able to save him.

Well, in my first playthrough i had legalised Irenka. Then i had met Edward in the Golem city and shared some neuropazin with him. Later on he turned out in the cell with K and Bones during they escape from police station and was a secondary objective. He left the city with Samizdat guys. So in the end i had saved both irenka and Edward.

If you save Edward, Irenka will appear in Golem City, and you can share neuropozyne with her, and later save her with the Samizdat quest.

How did either of them return to Prague from Golem and end up in the station?

I have no idea, since I haven't seen either one in the station. The one with the card is with Samizdat and the other is in Utulek. The carded one will explain why he/she stayed even while having the card.

Let's return to hthe first question and answer it.

You can save both, but not in the same side mission.
In the first side mission with them you'll have to choose only one, but in late side mission you'll be able to help the other who was left out.
