I heard calling Miller in GARM would cause an alarm, so I didn't test it.
For the second decision, calling Miller will give you an automatic alarm in GARM.
I'm still sneaking out of GARM, btw, so I don't know how it plays out yet.

Yes, if you do the bank run, you can score an antidote which you can use to rescue Miller, OR provide an out in case you don't quite make it in time to stop the wine poisoning.
