(SPOILERS) What does "activate the sleeper cell" mean
In the cinematic after the prologue it's the last line said by Lucius.

This is my new game + playthrough so these cinematics make more sense now.

So the side mission regarding 'The mysterious augs'. They would have been planted when Jenson was inactive? Is he the sleeper of is the protagonist maybe?

Sleeper cell: Machenko and his friends with the golden masks which try to make it look that ARC is an terrorist organization. U can see that this sleepers blend in as normal persons perfectly in the last london mission. They are all dressed up as security guards.

maybe the sleeper cell theyre talking about is jensen's hidden augs? remember the cinematics at the end. they want jensen to meet with janus maybe they planted more than agus at jensen maybe someway to control him to killing janus perhaps??

The "sleeper cell" is Marchenko's splinter group within ARC (including Ivan Berk and others) that conducts the bombing of the Ruzicka station. The context is "now is the time to get everyone's attention. Page, activate the sleeper cell."

To me, it clearly does not refer to Adam Jensen, because Lucius says it when Everett is around. As seen by the mid-credits scene, Everett barely has no clue as to who Adam Jensen is, and Lucius wouldn't say something that Everett has no clue about.

Adam Jensen's (speculated) status as a sleeper agent is top secret even within the council of five. Only Lucius, Beth, and potentially Page knows anything about this, and it is not something that Lucius would openly discuss with Everett.
