Report a translation problem
To me, it clearly does not refer to Adam Jensen, because Lucius says it when Everett is around. As seen by the mid-credits scene, Everett barely has no clue as to who Adam Jensen is, and Lucius wouldn't say something that Everett has no clue about.
Adam Jensen's (speculated) status as a sleeper agent is top secret even within the council of five. Only Lucius, Beth, and potentially Page knows anything about this, and it is not something that Lucius would openly discuss with Everett.
