It is unfortunately just one of those games...
Surface Book 2 (2017) with GTX 1060. They released a 3 in 2020, and there's a 4 coming out this year I think.
In theory, and when it works fine, it's wonderful. Great screen as you see. It's very thin and lightweight, so ideal to travel, and is great for work. You can detach the screen and you get a high-quality tablet to watch movies in bed.
In practice there's some issues. Often when I detach the screen, and later plug it back in the laptop base, the Nvidia GPU (which is located in the laptop base) is not detected. So I gotta keep removing/reinserting until it's magically detected.
Also due to not having a fan, it heats up faster than gaming laptops, so it will underclock itself if the game is drawing maxing out the GPU for a sustained period, which will drop your framerate. If you live in a hot country and have no AC, you WILL feel the effect on framerate.
Then there's the ridiculous price tag, since it's more for professionals rather than gamers.

I started with highest settings @ 1440p (21:9) on DX12 with Exclusive Fullscreen and guess what? My framerate is not only poor (mainly running at 27fps) but also unstable when I changed resolution to FullHD on ultrawide it went over 30 but still very unstable jumping like crazy. If I'm able to run Cyberpunk 2077 on highest settings @ 3440x1440 with full Ray Tracing on using DLSS on balanced mode and getting between 55-60 fps there's really no excuse for DX: Mankind Devided to run this bad on my PC. Is it the bad implementation of DX12 maybe or poor optimization in general? Funny enough my friend has the same specs except for GPU - he's got 1080ti and gets a way better performance somewhere around 50fps but I wouldn't say the framerate is largely stable but still. Is it because the game has been totally abandoned by the devs? I may add I haven't checked running it on DX11 (some say it helps) or turning MSSA off but will try that tomorrow if this is the only known solution.
Turn off MSAA and stop using presets.
Your expectations are too high for your computer specs.
Here is a 6gb desktop gtx1060 which is faster than yours on max detail, with no msaa, @1080p getting between 50-90 depending on what is going on in the game.
When they change to 1440p it drops to around 45-50.
So your performance seems about right. (ie 45 fps -22% is around 35fps, not accounting for throttling for heat etc)

Just so you can see a desktop 1060 is about 22% faster.
