Money is only useful for buying hacking kits, upgrading components, and of course, biocells and multitools. You don't really need to buy any weapons at all, unless you want to kill everything, or you have no intention to get the pacifist, foxiest achievements.
So, all in all, you don't really have to do anything with your current cash. Once you down an enemy, make sure you grab their weapons and dismantle them to get the components with which you can make your own biocells or/and multitools. One more advice is to decide earlier on which style you are going to play, kill everything or not kill everything. This is to help you to decide what weapon to carry and hence ammo. This is because you only have a fixed max amount of inventory slots. Killing everything is pretty easy. But trying NOT to set off a single alarm for the entire game or/and NOT killing anyone is very very very challenging, and for me, it is fun to do so as well. Hope this help.
