Low Fps?
Im kind of confused. I was able to get 60+ on Death Stranding at max settings. This game fluctuates constantly to sub 40 sometimes, I shouldn't be getting this poor of a performance. I Should be blowing this outta the park, what gives.

Specs:

4095MB NVIDIA GeForce RTX 2060 SUPER (EVGA)
953GB INTEL SSD
AMD Ryzen 7 3700X
32 GB DDR4 RAM

Yeah this game doesn't seem to like when you try to put it up higher than x2 as compared to others that still used the setting.

Slightly off topic

Newer games need to start explaining what the settings actually mean and do. Especially as with newer hardware and software engines, they start bringing out newer graphical features etc.

The forums are filling up with posts like this as people have no clue what the settings do or mean, its not really the gamers fault as they are not told, so they do not know. (I know people could use google, but they do not).
I just found that I cant get over 40 at 1440p with a 3080 and MSAA at 8x... so I think its safe to say MSAA just doesn't work right in this game.

Yea, I ended up turning it off completely and that fixed most fps issues.

If you actually read into it, you might understand why MSAA is such a performance hog. People just turn on features without looking into what the feature does and how it works. Essentially on 8x, the computer is doing 8x more calculations to smooth out the graphics than it would be doing with it off. That is not a small amount.

People are quick to jump on the un-optimised band wagon, without realising what is actually going on.

Its also not just about gpu, but also your cpu, ram amount, ram speed, temps etc, even you motherboard can play a part in how fast your machine can run game. Even background programs can have an effect.

That being said I do feel your 40fps sounds a little on the low side.
