The rumour about not featuring Adam Jensen comes from the fact that Adam's Voice Actor claims to now know nothing about the new Deus Ex being made.
However he said the same while the DE:MD was in development too. So it can go either way, either he is lying to keep the leak, or its trully a sequel without Adam, or its all just a rumour.
According to the Leak we should see an official teaser coming soon, if we dont, then its safe to say that it was just an empty rumour.
You couldn't create your 'own character' in any of the games. You could decide JC's skin color, and what style of beard he'd have, and in IV, you could pick if you wanted to be a star trek white man, a somewhat asian man, a star trek white woman, or a gamebryo tier level of unconvincing black woman.
No matter what you style yourself up as, you're always JC, they always call you by your 'codename,' except in two emails and one newspaper article, and you're always called Alex in IW.
They will never get rid of Adam, no matter how much you people fantasize about it. He's one of the most well-known videogame characters of all time, and features heavily in Square-Enix and Eidos cross promo merch. Even appears in DOTA2 as an announcer, in Sonic games, in puzzle games, as outfits in every other game Eidos and SE make... Adam is deus ex.
