Severe audio lag in all cutscenes

I'm experience severe audio lag in all cutscenes. It's fine in gameplay at least. When I search for sound issues on this game I only found one thread mentioning sound delays of various amounts but no solution in that thread. All others involves in gameplay sound issues. I can't find any answer for why this is happening.

One in game scene where it's all rendered in the moment I noticed a bunch of civilians crouched with hands over their heads for no reason and than 30 seconds later explosions go off. I don't think I can even bother playing it like this with in engine cues being off and sound being terribly delayed in cutscenes.
