Report a translation problem
The game's cover system uses a snap-to-cover mechanic. It's part of the gameplay.
I know this game doesn't have ansel but I see a lot of screenshots that look like they are from above ground and different angles that make it look like its using a free roam camera mod.

None of those look like free cam... They're all from cutscenes, and third person animations like the stealth takedowns.
Check on nvidia's forums if something actually came of it.
