in what order should i play the game and the DLC?
i think im about half way done with human revolution so im downloading mankind divided right now so what order do i play the game and its DLC?

Play then game then play the DLC in any order you want.

I gave you the answer. The DLCs don't connect to the main story, play in any order you want.

but the criminal past DLC's store page says it takes place before the main game is that not true?

Yes. Still not connected to the story though so can be played whenever you want. Honestly it makes more sense to play it midgame or afterwards.

The only DLC that's a prequel to Mankind Divided's campaign is A Criminal Past. So I suppose you could play through that one first. But I suggest doing the main story for a few hours before that.

Desperate Measures is the shortest DLC story. It's so short it should've just been a main quest included in the main story.

System Rift also takes place in the middle of the story - it may contain potential spoilers, but it's ultimately its own side story that doesn't tie in all that much to the main antagonists of the game.
